This seems like a necessary enhancement. As I reported yesterday,
www.xmlhack.com/rss.php reports a last-modified date of Nov 1999,
which prevents the disk cache from updating. Also, I checked
www.10.am/Development/xml-rss (which also does not refresh in the
cache) and saw that it returns *NO* last-modified date in either HEAD
or GET requests to the server.
