As far as I know, jive has been architectured around this concept of so-called
filters. So, for instace, you may apply a filter for converting ASCII :-) and
:-( into a pix of your choice. The same can be applied to 'obscene' content and
so on. There's even a java source code marker provided. That sounds like a very
extensible architecture to me, perhaps not devised for your requirements but
easily adaptable to support them.

It also supports different forums (of course) and a level of authorization
which, I believe, could solve most of your problems. Perhaps that idea of
partitioning forum access according to user rights may prove a bit more
complex.
