Currently Jetspeed is implemented as a turbine application.  It is used for
the back-end type stuff ( session management, user authentication/auth, etc ).
 It ( jetspeed ) has been designed in a way to hide most of the depndencies on
the turbine api from a portal designer.  But the internals of jetspeed
currently depend on turbine.  So in a short answer, yes: you must use turbine
now.  But this is not a negative, imo.  Turbine is well designed and a good
choice for the internals.
