This is specified in JetspeedResources.properties, under the
key content.provider.jetspeed.title.

You can't, it is hardcoded (as well as the description for this
portlet, which reads "A list of Applications that are installed
within Jetspeed", but is perhaps useless). Look in
ApplicationsPortlet.java:104. It might also be hardcoded in
JetspeedTopNavigation.java, but I don't understand enough of
this code to be certain.
How about having a content.provider.applications.title key?
Or is this oversimplifying the issue?
