I get this error when I try to start Jetspeed 1.2b1/Tomcat 3.2b6

org.apache.jetspeed.turbine.layouts.JetspeedLayout.<clinit>(JetspeedLayout.j
ava:101)
Looking at that line,
public static final String TOP = JetspeedResources.getInstance()
.getString( JetspeedResources.NAVIGATIONS_TOP_KEY );
which seems to refer to this line in the JetspeedResources.properties file:
navigations.top=JetspeedTopNavigation
I have not changed that from the default file. What file it's not finding?
Where's JetspeedTopNavigation defined? What's that "KEY" that's added to it?
