There is a question before that one: Is it desirable to have framesets
in your portal.

I'll tell you reasons to not have them, or at least to have them linked
to specific User-Agents

1. If sales of "non-standard" browsing devices rocket this Christmas
Session (Game Consoles, Web Telephones, PDAs, SetTop Boxes, ...) you
will have to redo your work very soon.
2. FrameSets tend to assume fixed resolutions in the user side. I like
to browse with non-maximised windows.
3. Generation in WML of a frame-based site can be more complex.
4. Big sites, like Yahoo, Netscape, ... don't use them, or use them
sparingly. They for sure have reasons similar to the ones I quoted
before.

Yes. I have not given a detailed thought, but is is a question to ask in
the Turbine list, as the page layout in Jetspeed is managed through
Turbine screens, ...

1. If the user accepts cookies, it should work automatically.
2. If not, by ensuring that the URL for the frames in the frameset are
encoded by turbine (through dynamicURI) or passed through the
encodeURI() call in the servlet API.

No. If you achieve a well worked setup, it could be a great idea if you
send source (or needed patches) back for the community to maintain/reuse
them. Ditto if somebody else has already done that.

Yes. It does not make much sense to mix frames with portlet layout, and
the need has not yet come up.
