Yeah... this is a rough area of XML IMO. This should not be validated from
XML. What we need to be doing is schema validation. The only problem is that
it is really hacky to setup due to it not being supported everywhere yet.
Ideally Jetspeed should never see bad XML because it should throw a SAXException
before hand.
