Not to be a overly basic - though my replies generally are - but have you
checked out the jetspeed.log, tomcat.log and servlet.log. When I changed my
Tomcat to use port 80, I ran into the same problem. I don't remember which
of these files pointed to the problme to me, but in my case, I had to modify
the .jcfg file which has a reference to the .dtd file.

At least I thought you'd like to know that it should work off port 80. If
this does not point to your problem, as suggested by the previous poster,
give more info on your configuration.
