Everything look allright. I looked at the source code and I found that the getCSS call
uses the
JetpeedResources.CONTENT_ROOT_URL_KEY, which is valued
content.root.url, and appends css/default.css to it.
So, the content.root should contain
content.root.url=/content
in JetspeedResource.properties
And, very important, the TurbineResources.properties should have a line stating
include=...path to JetspeedResources.properties
I never got it working until I put there the absolute path to the file.
We have lately experienced a lot of problems with the working directory. I guess
different java VMs, and maybe
different OS versions, have different working directories.
Try the absolute path in the include.

Curiously enough, this key is not used anywhere, and it looks it is not in the CVS
base. Maybe it is a remainder
of an old installation?
