No, this the URLManager persistence file. The first time you start
the service it tries to retrieve its previous state in this file
(thus the exception).
On shutdown it saves its state into this file (only on proper shutdown, this
can be easily improved if needed)
The file location is controlled by the services.URLManager.properties key.
If you don't want the exception to appear, just create an empty file.
