A misconfiguration of tomcat? The mime-mapping perhaps? However, that's
just an idea...
Another possibility is that your content/images directory of jetspeed is
misplaced. Can you access it directly using an URL like
http://localhost:8080/content/images/jetspeed-logo.gif ?
