I've posted a patch on the Turbine list to allow include paths relative to
the current file. It has been integrated in the new turbine release so as
soon Jetspeed can run against the latest Turbine CVS version (that means
adapting to the new ACL model) you'll be able to specify:
include=./JetspeedResources.properties
