In my expereince, the FAQ-o-matic is not the best place to search for
previously solved issues. Rather I would search the MailingList archives
(Its easy to miss unless you scroll down to the bottom of the
java.apache.org/mail page). You can do a Search on the maillist for
distincitive words in the error message to find previous sollutions.
In regards to your error, I seem to recall seeing this when
JetspeedResources.properties was not found. (The system is looking for the
entry "navigations.top=...")
