Yes.
There are several reasons for this jump :
- the current Jetspeed code is not mature enough for being
called a beta, much less a beta 2.
- the Jetspeed project was more or less dead.
At last Apachecon, we decided to revive it with a new focus
and a new team
- the code base has changed a lot between 1.2b1 and 1.3a1 with a
lot of refactoring and redesign taking place (and it's not done
yet)
