In NewAccount.jsp that you just checked in, there is the action that fails:
action="/portal/screen/ConfirmRegistration/action/CreateNewUserAndConfirm"
Of course this works:
action="/jetspeed/portal/screen/ConfirmRegistration/action/CreateNewUserAndC
onfirm"
but this may be better:
<base href="<jetspeed:uriLookup type="BaseURL" />">
