Right, but it is general purpose, therefore, it should have been put into
Turbine so that a wider audience can take advantage of the code.

Please try to keep that in mind when checking in code into Jetspeed. I do
the same with Scarab development.

One more thing, this code may actually be a duplication of what is in Ant.
However, I'm not quite sure how well abstracted Ant's file copy code is.

Nope. But you can ask for commit access on the Turbine list and let people
vote on it.

Please confirm that code generated by Together is not under any sort of
restrictive license. I'm sure it isn't, just confirm it please. :-)
