Michael,

You should be able to set the system property
org.eclipse.jetty.server.Request.maxFormContentSize,
or on the ContextHandler representing the webapp call
setMaxFormContentSize() (this could be the
WebAppContext either in a context xml file or in code, depending on how you
start your webapps).
