Ok, I must be misunderstanding then.  You're using tycho to build that p2
repository?  And so I should look at how Jetty's build process is building
the p2 repository?  If that's the case, I can try and look into that.

When you first mentioned tycho, I thought maybe you were implying the
problem was on my end.
