Hi Anthony, The Glassfish jsp engine that we are using with jetty-8 insists on find the jstl tags on the container's classpath. Looking at the build for the jetty-runner it looks like we excluded the jstl tags on purpose, so they aren't inside of the runner jar. Which makes me think we tested putting them inside and it didn't work, meaning your workaround is the correct usage. That said, I can't specifically remember testing that, so I'll test again and get back to you/the list with the results.
