my problem was solved by adding module "webapp" and this configuration:

      <Set name="handlers">
        <Array type="org.eclipse.jetty.server.Handler">

            <New id="webapp" class="org.eclipse.jetty.webapp.WebAppContext">
              <Set name="contextPath">/</Set>
              <Set name="war"><SystemProperty name="jetty.base" default="."
/>/webapps/root.war</Set>
              <Set name="serverClasses">
                <Array type="String">
                  <Item>-org.eclipse.jetty.util.ssl.</Item>
                </Array>
              </Set>
            </New>
          </Item>
        </Array>
      </Set>
    </New>
  </Set>
</Configure>

This is fresh 9.1 stable. Probably the docs are not finished yet and
therefore the problems.
