9.1.3 was built, about 8 days ago. it underwent a long series of testing in
a staged environment before it was released to maven central only a day ago.
There are various behind the scenes extra bits and pieces that are being
built in prep for a formal announcement and updates to the eclipse download
site. (namely some various osgi / p2 / eclipse specific bits and pieces).
Once those are in place, and verified, the announcement usually goes out.

As for a tarball, that can always be found on maven central.
