Hello,

I have a webapp deployed in jetty in which I've used DOSFilter. The delayMs 
that I've set is 100ms. I did a load test using apache jmeter and there were 
some rejected requests which I was not expecting since delayMs is 100ms. I 
assumed jetty will either reject, throttle or delay the requests. 98% of the 
reponses that I get on Jmeter have a "DOSFilter: delayed" header set. However 
the rest of the responses has three dosfilter headers set

DOSFilter: delayed
DOSFIlter: throttled
DOSFilter: unavailable.

I don't seem to understand why that happens. Any Ideas?
