Afaik, SOLR doesn't have a traditional installation of Jetty.
In fact, SOLR's own docs point this out.

SOLR has made the decision to integrate Jetty tightly, with very tight
controls on what you can and cannot do.
At this point you should work with the SOLR mailing list to see what is
possible, and how to perform the changes you want.
Be prepared, It is likely that what you are trying to do just will not be
possible with SOLR 5.
