I suggest you run jetty with -Dorg.eclipse.jetty.xml.LEVEL=DEBUG system
property.

You should see lines like the following, which are locally resolving the
dtd:

2017-08-22 11:01:11.920:DBUG:oejx.XmlParser:main:
resolveEntity(-//Jetty//Configure//EN,
http://www.eclipse.org/jetty/configure_9_3.dtd)
2017-08-22 11:01:11.920:DBUG:oejx.XmlParser:main: Redirected entity
http://www.eclipse.org/jetty/configure_9_3.dtd -->
jar:file:/home/janb/src/jetty-eclipse/jetty-9.4.x/jetty-distribution/target/distribution/lib/jetty-xml-9.4.7-SNAPSHOT.jar!/org/eclipse/jetty/xml/configure_9_3.dtd
