I don't think my previous message was clear, but I would expect the Property 
tag to work for any (enabled) Jetty Configure XML file.

In this instance I'm trying to use it within $JETTY_BASE/webapps, like so:

start.ini
        test.prop=testprop
        -Dtest.sysprop=testsysprop
        --module=deploy
        --module=http

webapps/test.xml
        <?xml version="1.0"?>
        <!DOCTYPE Configure PUBLIC "-//Jetty//Configure//EN" 
"http://www.eclipse.org/jetty/configure_9_3.dtd";>
        <Configure class="org.eclipse.jetty.webapp.WebAppContext">
                <Set name="resourceBase"><Property name="test.prop" 
/>/path</Set>
        </Configure>

webapps/systest.xml
        <?xml version="1.0"?>
        <!DOCTYPE Configure PUBLIC "-//Jetty//Configure//EN" 
"http://www.eclipse.org/jetty/configure_9_3.dtd";>
        <Configure class="org.eclipse.jetty.webapp.WebAppContext">
                <Set name="resourceBase"><SystemProperty name="test.sysprop" 
/>/path</Set>
        </Configure>

Running:
$ java -jar ../jetty-distribution-9.4.16.v20190411/start.jar

The relevant output shows only the system property works:

I guess that's either a bug or something which should be documented, so I'll go 
create an issue.
