When it comes to setting the maxFormContentSize, do that on your specific
WebApps.

Example:

[mybase]$ cat webapps/myapp.xml
<?xml version="1.0"?>
<!DOCTYPE Configure PUBLIC "-//Jetty//Configure//EN" "
http://www.eclipse.org/jetty/configure_9_3.dtd";>
<Configure id="root-webapp" class="org.eclipse.jetty.webapp.WebAppContext">
  <Set name="contextPath">/myapp</Set>
  <Set name="war"><Property name="jetty.webapps" />/myapp.war</Set>

  <Set name="maxFormContentSize">100200300</Set>
  <Set name="maxFormKeys">2000</Set>
</Configure>
