Hello Theresa If DH is willing to tackle the garage let him, just tell him to make piles, that way you can go through it and take out stuff you want to keep. By personal experience, DHs don't often get the urge to declutter and wasting their energy by asking them to wait a while only means that when you are ready to think about their resolve has disappeared.
When my DH says he wants to declutter an area, any area, I have learnt to say 'if its yours and only yours deal with it, but if it is common ownership put it in a pile and wait for the other commoner to make a decision.
