Lack of National Security and Intelligence Services in South Sudan

BY: James Taban, USA

FEB. 19/2011, SSN; This is a response to the Editor's question: Does
GOSS have any security and intelligence department responsible for
guiding and protecting the national security of South Sudan?

If they do have, where are they, and who is the head of National
security and intelligence service or security agency of south Sudan?

Does he really know how to do his job or still is stuck in a bush
mentality on how to guide the national security of an independent
nation?

Everything seems to be in a mess right now, it seems the national
security and intelligence are of no use or importance right now in
south Sudan.

Crimes and killings are on the rise in south Sudan; Juba is now
described as worst than Kenyan capital, Nairobi, which is known as the
crime capital of East Africa.

You can't feel safe in Juba today whether by day or night, you don't
know when you can be attacked or killed by well organized gangs of
criminals.

Today you cannot travel around south Sudan anywhere safely, you never
know when unknown gunmen will attack.

You cannot sleep in your bed at night peacefully, you never know when
raiders will attack.

Juba alone has seen a sharp rise in crime. Banks are being raided,
businesses attacked by unknown criminal gangs, none has been
apprehended or identified by GOSS security, police or internal
affairs.

People are scared and loosing trust in government of GOSS to guarantee
their security and safety. GOSS has so far not even prioritized the
serious security threats South Sudan is facing right now.

There is no effective Immigration system in south Sudan, we do not
know who is entering south Sudan or leaving, which of those are
killers, assassins, mafia or other organized criminals; which ones are
fugitives and which ones are agents of other countries.

There is no organization or management of immigration and community
security. GOSS security and internal affairs currently does not know
how many foreigners are in south Sudan, where they are from, where
they are staying and what they are doing.

Is this not a big risk to security and safety of southerners?

Where is south Sudan really heading with this lack of order and
organizational structure?

A well-thought strategic plan and roadmap is needed to bring back
order and confidence to south Sudanese about their safety and
security.

Kirr has to understand that security strategy for a nation is
different to a security strategy for a rebel group or guerrilla
operations.

Southern forces should operate like modern well informed and aware
security services, well organized, alert, vigilant, monitoring,
investigating and staying on patrol day and night like in other stable
and secured countries.

Enemies of south Sudan are using this weakness in organization of
security in order to prove south Sudan as a failed state, not able
govern itself. Unfortunately, civilians are paying with their lives in
this process.

South Sudan badly needs a well informed, well educated and
conscientious department of national security and intelligence
services, not run by old people with big stars and eagles claiming to
be generals from the bush. This will not help south Sudan sincerely.

If south has to realize security and move forward, the country will
need a strong and well organized security and intelligence services
divided into several departments like dealing with North Sudan,
foreigners, organized crimes, internal and external threats.

Southerners need to stop thinking that North is their only enemy. Look
around Africa, it was not destroyed by the North. Don't think that
those who destroyed Africa will spare south Sudan for some reasons.

There are daily security violations occurring in south Sudan, killings
in Jongolie, crime raids in Juba on daily basis, unknown attacks on
Juba-Torit, Juba-Bor roads, unknown gunmen attacking civilians at
night in different states. Where are all these people coming from?

Is there a national security and intelligence operations to protect
southerners and deal with criminals, rebels and external threats to
south from north or from unknown countries? What is the national
security and intelligence strategy for south Sudan, as the Web Editor
asked on the website?

Are southern leaders aware of the modern means and mechanisms of
security and defense, is there police security, CID, Special forces,
Military intelligence, national security?

If they are there, what are they doing, why are innocent people dying
everyday from causes which can be prevented through organized and well
managed security operations? Has GOSS security departments failed?

There should be change in security strategy or else more citizens will
continue to die and soon south Sudan will become ungovernable due to
insecurity, organized crimes, raids, rebels, militias, foreign
criminals entering the country and even other countries targeting
south Sudan. This is urgent if south Sudanese really see it.

Well educated, well informed and security and politically conscious
individuals should be sorted even from Diaspora and picked to head a
new department for south Sudan security and intelligence agency like
the FBI and CIA in order to save South Sudan from future collapse.
