AU Press Statement On Sudan
The African Union Calls on the Sudanese parties to work toward the
urgent resumption of negotiations on CPA outstanding issues and post
referendum arrangements

17 March 2011

Addis Ababa, 15 March 2011:
The Chairperson of the Commission of the African Union (AU), Jean
Ping, has learned with deep concern of the recent decision of the
Sudan People’s Liberation Movement (SPLM) to suspend its participation
in the ongoing negotiations on the outstanding issues in the
implementation of the Comprehensive Peace Agreement (CPA) and on post
referendum arrangements. The Chairperson of the Commission is equally
concerned by the violent clashes that have erupted in the Upper Nile
State, in Southern Sudan, on 11 March 2011.

The Chairperson of the Commission appeals to the concerned parties in
the Upper Nile State to exercise utmost restraint and to expeditiously
find a lasting solution to the underlying causes of the problems in
that region. Furthermore, he recognizes the negative impact caused by
the rising tensions along the North/South border areas, especially in
the Abyei region. In view of such disturbing developments, he calls
upon the CPA parties to resolve the Abyei impasse as a matter of
urgency.

In view of the humanitarian situation caused by these persistent
clashes, the Chairperson of the Commission appeals to the
international community to provide assistance to the population of the
Upper Nile State and other affected areas. The Chairperson of the
Commission urges the Sudanese parties to work very closely with the AU
High‐Level Implementation Panel (AUHIP) on the Sudan to resolve the
current differences between them, so that the negotiations on
outstanding CPA issues and post referendum arrangements could resume
without delay.

The Chairperson of the Commission stresses the need for the Sudanese
parties to conclude the implementation process of the CPA, building on
the tremendous achievement made to date, in particular the successful
holding of the self‐determination referendum, with the view to
establishing two viable states, mutually supportive, at peace with one
another, and cooperating in the fields of economics, security and
international relations.
