RUMBEK, 2nd April, 2011 [Gurtong] - The chairman of special courts
comprising Wulu and Rumbek Counties, paramount chief Marial Chilep
Kuror has said that since the formation of special courts in Rumbek,
the Capital of Lakes State no cases have been achieved due to lack of
law reinforcement agencies.

Rumbek East and Wulu Counties have special court number 3 that were
set up by Lakes State Governor last year, to deal with murders cases
and other capital crimes committed in Lakes State.

“Special courts operated for five months and no single case has been
solved because suspects were not brought to the court by the County
authorities,” said Chief Chilep.

According to his report, Chilep says that 70 people lost their lives
between Wulu and Rumbek East Counties last year but these suspects
were not arrested by authorities for investigations.

The court’s role was to settle previous conflicts between Rumbek East
and Wulu Counties but both authorities in both Counties failed to
arrest suspected people to face trial.

The Chief said that those killed were soldiers and chiefs have no
powers to arrest soldiers, it is the authorities that have powers to
arrest them forcefully.

“We have waited for 5 months now, if there is no progress then the
Government should tell us to go back our original courts to solve
these social cases,” Chilep added.
He says that these special courts are powerless in identifying or
arresting suspects even though it’s the role of County authorities to
arrest them.

As the court Chairman, he wrote a complaint letter calling upon the
State Governor to put more pressure upon his Counties Commissioners to
reinforce the law.

However, Wulu County Commissioner Ezekiel Thion Mangar denied the
accusations saying that there were no reported cases that criminals
were not arrested.

Most wanted suspect Angui-alau Paul Madit Maluac, who is accused to be
the mastermind of last year’s clashes between Gony and Thiyic Sections
of Dinka Community escaped Rumbek main correctional prison services a
week ago.

On Thursday night Angui-Alau contacted Gurtong by phone saying that he
was around within the bushes of Lakes Sate. According to unnamed
relative, Angui-Alau affirmed his presence in Juba.

Angui-Alau confessed that he was ready to come back to prison if other
suspected people were arrested too by the commissioner of Rumbek East
County, David Marial Gumke.

Angui-Alau dismissed claims that he was the mastermind of the named
clashes as lengthy leaflets found on the streets of Rumbek, believed
to be his, indicated his innocence.
