The southern opposition United Democratic Front (UDF) party has called
for a two-tier structure for southern Sudan's government. At the
conclusion of a two-day party conference, UDF's Secretary General,
David William, said that his party would like to see the position of
Prime Minister created in the government.

"One of recommendations of UDF - we recommend hybrid system or mixed
government - the system in which the president and the prime minister
co-exsit," William explained, citing the examples of France and Kenya.
