JUBA, 18th April, 2011 [Gurtong] - Stated in their communiqué handed
over to Vice President Dr. Riek Machar Teny, all delegates to the just
concluded Equatoria States Conference held in Juba under the
leadership of the three States’ Governors, recommended a Federal
System of Governance for South Sudan.

The Conference affirmed that Equatoria should be equitably represented
in the three pillars of Government and in the Sovereign Constitution.

“The Conference calls upon all the Governors of Equatoria States to
take full control of all the security agents in their respective
States and provide security to all the citizens” the Communiqué read.

“The Conference strongly assets that a Federal System of Governance
should be adopted for South Sudan in both the Interim Constitution
currently being drafted and in the Final Constitution to be enacted,”
the Deputy Governor for Central Equatoria, Mannasseh Lomole Waya read.

On behalf of the delegates, Governor Lomole continued that the issue
of the Capital City for the Republic of South Sudan was not a priority
at the moment; rather the important thing is service delivery to the
people of Southern Sudan and security provision.

The Conference called for the recruitment, training and promotion of
the national army, national security agencies guided by the
Constitutional provision and to reflect regional balance in South
Sudan, and that Equatoria be involved in the management of security at
the boarders to control the influx of foreign immigrants, corruption
on taxes and fake goods, the communiqué stated.

The conference also resolved that, capacity building should be given
to women and youths for effective participation.

South Sudanese from the Diaspora should be encouraged to either return
home or continue with their support for the development of Equatoria.

The Conference advocated for the revival of Equatoria Commercial Bank
and specialized institutions for economic development of the region.

It also urged the three Governors to follow up the Yambio resolutions
with the Government of Southern Sudan on supporting the Arrow Boys to
protect life and property”
