JUBA, 20th April, 2011 [Gurtong] - The Sudan People’s Liberation
Movement, SPLM and the National Congress Party, NCP have agreed,
during a meeting held in Khartoum on Monday, to conclude the post
referendum issues as stipulated in the Comprehensive Peace Agreement,
CPA before July.

Addressing a press conference at Juba International Airport on Tuesday
after arriving from Khartoum, the Minister of Legal Affairs and
Constitutional Development Justice John Luk said that the two parties
are working hard to finish discussions on economics, oil revenue,
treaties, assets, currency and national debt.

He said that the two parties agreed to convene another meeting on
19th-25th of April in either Juba or Khartoum.

The minister disclosed that there is a hitch on the marketing of oil
because the north is insisting that it has a stake in marketing the
oil produced in the south yet the government in Juba is convinced that
the marketing of the product should be a sole responsibility of South
Sudan.

“During the two decades of war, the North has been marketing the oil
without concern; now that South has taken its oil, we have to market
ourselves,” he said.

Turning to national debt, the minister said that the two parties are
crafting a formula that the Government of Southern Sudan will use to
alleviate some debts after independence.

Justice Luk said that the oil share formula shall be maintained at 50%
till July as defined in the CPA. He however disagreed with the
position of the north that the same formula should be extended after
independence to avoid the collapse of the economy of Khartoum.

The minister added that the North has her own oil at present, saying
that the two regions should concentrate on how they should cooperate
to develop the existing resources.
