By Waakhe Simon Wudu JUBA,30th April, 2011 [Gurtong] - Five South Sudanese Opposition political parties have decided to exit from the Constitutional Endorsement meeting chaired by President Salva Kiir Mayardit. Kiir chaired a 2 days meeting that ended on Saturday the 30th held at J-One. The meeting was resolved late last year by all political parties to convene immediately a month after the announcement of the results of the referendum. The meeting aimed to ensure that, all the South’s parties equally participate in adopting the South Sudan Interim Constitution 2005 amended weeks ago. The United Democratic Front, UDF, Sudan People’s Liberation Movement for Democratic Change, SPLM_DC, South Sudan Democratic Alliance, SSDA, United South Sudan Party, USSP and South Sudan Democratic Front, SSDF were the parties that walked out. Addressing the press on Friday in Juba, the parties accused the ruling Sudan People’s Liberation Movement, SPLM for violating the Final Communiqué, a resolution agreed upon by all Southern political parties last year in Juba. The current meeting convened shortly after the Technical Review Committee appointed by Salva Kiir submitted their review work of the 2005 interim constitution handed over to the President a week ago. The Final Communiqué The communiqué was agreed after SPLM’s Chairperson, Kiir called for a meeting at Nyakuron Cultural Center on 13th-15th October 2010 themed: “Southern Sudanese united for free, fair, transparent and peaceful referendum.” The conference resolved several issues in which all the parties adopted and agreed that, the resolutions in the paper be the onset-document for establishment of the new republic of the Government of South Sudan to come 9th July 2011. Key dignitaries that addressed the meeting at that time besides the heads of the various parties were; Salva Kiir, Ali Osman Taha, Sudanese Vice President, retired Kenya’s former President Daniel Arap Moi and Sudanese Presidential Advisor E. Bona Malwal. In its final resolution entitled “Final Communiqué of Southern Sudan Parties Conference on Referendum” all the parties resolved that; “in the event that the decision of the South in the referendum be unity of Sudan, the South should be prepared to play an effective role in the constitutional review process that will follow the referendum, in order to safeguard the gains of the South in the new dispensation in the country; “In the event that separation is the wining option in the referendum, this conference shall be reconvened as a National Constitutional Conference within one month from the announcement of the result of the conference.” The last resolution of the paper states that “South Sudan Political Leaders Forum, SSPLF shall be formed with the membership of the chairpersons of Presidents of all South Sudan political parties, to be chaired by the President of GOSS and tasked with the follow-up of the implementation of these resolutions.” It was on this ground that, the opposition parties accused SPLM of violating the Communiqué and insisted that; “unless SPLM re-table the issue of the Final Communiqué for discussion, our decision is to withdraw from this Political Parties Leadership Forum, PPLF meeting.” Twenty five political parties attended the J-One Presidential Palace meeting that was meant to end on Saturday. The meeting was however, suspended as SPLM convened an indoor-meeting that ended late on Friday’s night.
