JUBA, 29th April, 2011 [Gurtong] – 255 new police officers graduated
on Friday in a colourful ceremony at the Police Headquarters in Juba.
The Central Equatoria State Minister of Legal Affairs, Ajonye
Barbatelo congratulated the new police recruits and urged them to
adhere to the rule of law.

In her speech during the graduation ceremony, Anjonye Barbatelo the
Minister of Legal Affairs and Law Enforcement urged the new recruits
to take their service seriously as they serve South Sudan based on
their newly acquired policing skills.

“The 255 who have graduated today is a big force that can make a great
and positive change if all of you took it at a serious note that you
are going to serve the people of southern Sudan in the police forces.”
Said Ajonye while adding that;

“The State would like this lot of recruits, if not all, to be trained
in English language so that they can understand the penal code or the
laws of South Sudan which are passed in English very well.”

Anjonye cautioned the new force to stick to their vows and not to
misuse their weapons by engaging in criminal activities hence taking
advantage of their positions.

“Don’t and never allow your police signs (gun, uniform etc) which are
given to you to be misused by somebody knowing or not knowing that
it’s a crime.”

She emphasized her caution stating that there were lots of cases where
people put on police uniform hence committing crimes while
impersonating the police. Anjonye confirmed that 41 people were in CES
prisons with similar charges.

The Minister urged the Inspector General of Police, IGP, to select 30
graduates from the new police recruits to be trained by Instituted for
Promotion of Civil Society, IPCS, to concentrate on Women and Children
issues as a special Unit.

The Assistant Inspector General of Police for Administration and
Training, Major General, Makur Marol Aduot who was representing the
IGP said that the police should not take sides when delivering
services to the citizens of South Sudan.

“I would like to tell the South Sudanese police in general that when
they are delivering their services, they should not take sides and
should do their work without taking bribes.” He warned.

Due to rise in criminal activities in Juba, the force is planning to
open more police stations to monitor and protect civilians, Aduot
said.

The Central Equatoria State Commissioner of Police, Major General
Nicholas Dimo reiterated that the new police graduates should respect
the law and work according to the law.

The Director of Training for the South Sudan Police Service, Major
General Jackson Elia highlighted challenges facing the police unit as
illiteracy levels, low capacity building for law implementation and
low salary payments.

He further mentioned that decentralization is one of the challenges
that will cause tribalism and he appealed to the police not to indulge
in the politics of tribalism.

The Central Equatoria State now has over 4, 000 police officers who
are delivering services in the State and more are still to be trained
according to the Police Administrators.
