By Manyang Mayom RUMBEK, 2nd May, 2011 [Gurtong] - The Rumbek Youth Union branch office in Nairobi has written a petition letter to the Government of Lakes State criticizing Parliament, Executive and Judiciary for having denied them justice at Rumbek High Court after failing to release their colleagues from prison. Rumbek Youth Union, RUMYU is a social based organization whose main objective is to look after the welfare of the Rumbek community. On behalf of RUMYU, John Makuei Malual who is chairman, openly condemned the ‘paradox law’ enforced by the State Government and its branches Malual expressed that the Executive, Legislature and Judiciary are the cause of all controversial Lakes State laws that they claim target the youths. “We have seen our innocence brothers suffering because of this bias law enforced by the Lakes State government. The laws are misinterpreted since they targeted specific groups. According to this law, liabilities would have been proportional between the female and male youths and not to blame the male counterpart alone. Makuei asked the three arms of government to explain who wrote these controversial laws in Lakes State since no one is taking responsibility, where does this law come from? And why should it exist? Makuei inquired from Governor Chol Tong Mayay who affirmed that the law was operating without his knowledge the following questions; (1) Why should the Governor assert the related bill to become a law? (2) If the Governor does not know this legal practice, why should he allow such laws to be practiced in his government (3) He reminded the Governor that since he had the powers to reject anything that will affected the community of Lakes State as he pleaded in his campaign, why would he append his signature to the controversial law? The Lakes State Minister of Legal Affair, Margaret Samuel Aru was criticized on the same matter. Makuei said that the minister should have been the one spearheading legal reforms but was silent about it. The youth chairman demanded the immediate release of their colleagues behind bars. However, he condemned the judiciary for allowing High court judge to use the Sudan Child Act 2008, Southern Sudan Panel Code 2008 and Lakes State costmary law 2010 in handling these cases. Over 60 youths are in Lakes State main prison correctional services charged with defilement and sentenced to 14 and 17 years in imprisonment. However, Margaret Samuel Aru, said that those arrested in Lakes State over defilement, would be released before July 9, 2011. Aru was quoted speaking alongside the Governor in a press conference over recent clashes of inter-clan sections of Gong and Thuyic in Rumbek East County.
