JUBA, 19th May 2011 [Gurtong]-An Economic Reforms workshop organized
by the Ministry of Finance and Economic Planning of the Government of
Southern Sudan kicked off yesterday in Juba with over 400 delegates
attending.

The GOSS Minister of Finance and Economic planning H.E David Deng
Athrobei chaired the workshop focusing mainly on good governance,
security, prosperity and enhancement of quality life in South Sudan.

According to Athorbe, the workshop’s objectives were to build a
transparent, democratic and accountable State capable of delivering
public services efficiently and equitable.

A State with healthy balance of power between the Executive,
Legislative and Judicial branches of Government, the minister
elaborated.

The other key objective was to defend the sovereignty and territorial
integrity of South Sudan, prevent the resurgence of conflict and
uphold the constitution by providing equitable access to justice and
maintaining law and order through institutions which are transparent,
accountable and respect human rights and fundamental freedoms.

There was need to promote a diversified private sector-led economic
growth and sustainable development which improve livelihoods and
reduces poverty.

The workshop was also aimed to promote the well-being and dignity of
all the people of South Sudan by progressively accelerating universal
access to basic services.

“2011 is a critical and historic year in the virtual independent State
of South Sudan,” said Hon. Athrobei, adding that, “the region will be
witnessing its historic secession from the Africa’s largest country -
the Sudan.”

South Sudan is expected to face critical challenges politically,
socially and economically. Athrobe said that, the GOSS and the States
governments need to focus strategically in order to overcome future
economic challenges.

Delegates reacted bitterly during the open discussions questioning the
GOSS Ministry of Finance for failing to be accountable on the annual
use of the national resources and allocation procedures.

They accused the GOSS of announcing yearly budgets without accounting
for the previous years hence lacking transparency.

The debate further questioned on corruption in the governing
institutions which the GOSS Finance Minister blamed on lack of
credible institutions to crusade against the menace.

The workshop, held at New Sudan Hotel in Juba, was attended by the
GOSS Ministers, State Governors, Undersecretaries, Members of
Parliaments, and Activists from micro-finance institutions, donors,
development partners and other key stakeholders.
