International assembly

1. Timothy Radcliffe dropped as speaker at Caritas summit

The Tablet
Robert Mickens in Rome - 20 May 2011

The Vatican has dropped Fr Timothy Radcliffe OP, the internationally
renowned former head of the Dominicans, from giving the keynote
address at next week's Caritas Internationalis (CI) general assembly
in Rome, The Tablet has learned.

Fr Radcliffe was originally scheduled to deliver the opening address
on Monday morning and speak about the theology that undergirds the
work of Caritas. He had already prepared a 45-minute talk. Instead,
that slot has been given to Capuchin Fr Raniero Cantalamessa, the
charismatic preacher of the papal household, followed by Cardinal
Peter Turkson, head of the Pontifical Council for Justice and Peace.

The former Master of the Dominicans is one of several speakers and
panellists who have been removed from the week long meeting's
programme in order to "accommodate" the demands from the Secretariat
of State that Holy See officials be given the major speaking roles, a
CI spokesman told The Tablet on Friday adding that it would now be
more like a "Vatican-style retreat".

He denied that the Vatican's main intention in changing the programme
was to block Fr Radcliffe from speaking. "We're not reading it that
way," he said. At least six Roman Curia officials will have major
speaking roles at the 22-27 May general assembly, unprecedented in the
confederation's 60-year history.

Two Vatican canon lawyers will be discussing the re-drafting of the CI
rules and statutes. The Pope's Secretary of State, Cardinal Tarcisio
Bertone SDB, will preside at the assembly's opening Mass on Sunday
evening.

Fr Radcliffe, 65, was Master of the Dominican Order from 1992-2001. A
popular lecturer and preacher around the world, he has authored
several top-selling books since he completed his term as head of the
Dominicans. He also has long been associated with the work of Caritas
and is currently a member of the board of Cafod, one of two British
agencies that are part of the CI confederation.

People associated with the Caritas confederation have been careful not
to make too much of the Vatican's recent moves to gain greater control
over the organisation, fearing that any protests would only make the
situation worse.

The Vatican has vetoed the proposed keynote speaker for the
international assembly of Caritas International, the London Tablet
reports. The move would underline the determination of the Holy See to
exercise greater control over the international association of
Catholic relief agencies.

Father Timothy Radcliffe, the former worldwide leader of the Dominican
religious order, was scheduled to deliver the keynote speech for the
Caritas assembly, which opens in Rome on May 22. But he has been
dropped from the program, the Tablet reports, and replaced by Father
Raniero Cantalamessa, the preacher of the pontifical household.

The Vatican has placed several high-ranking prelates on the list of
speakers for the Caritas assembly. Cardinal Tarcisio Bertone, the
Secretary of State, will preside at an opening Mass, and Cardinal
Peter Turkson, the president of the Pontifical Council for Justice and
Peace, will speak at the opening session.

The Vatican has indicated a determination to strengthen the Catholic
identity of Caritas International, and officials will discuss the
requirements that the organization must fulfill to earn canonical
recognition from the Holy See.

The assembly will also consider the future leadership of Caritas
International. The Vatican declined to approve the incumbent
secretary-general, Lesley-Anne Knight, for a new term.

3. Vatican asserting greater influence as Caritas International weighs
new leadership

Catholic Culture May 09, 2011

Leaders of Caritas International will meet later this month, for their
first general assembly since the Vatican moved to assert more control
over the international coalition of Catholic relief agencies.

The assembly will discuss new statutes for Caritas International, and
select a new secretary-general for the international organization. The
Vatican refused to give its approval for another term for the
incumbent leader, Lesley-Anne Knight, thus precipitating a debate on
the degree to which the Vatican should control the organization, and
the degree to which Caritas International should build a distinctly
Catholic identity.

The Catholic News Service reports that the Vatican’s more assertive
approach to control over Caritas International reflects a general
policy decision in Rome, and Vatican officials are also reviewing
their stance in other international organizations, including UN
agencies.
