RUMBEK, 21st May, 2011 [Gurtong] - Lakes State Legislative Assembly
speaker, Hon. John Marik Makur has criticized the State’s organized
forces for being incapable in enforcing law and order during
inter-clan clashes and inter-State conflicts.

In an exclusive interview with Gurtong, Makur criticized the Police,
Judiciary and Executive of not imposing law and order passed by the
Lakes State lawmakers.

Rumbek, the capital of Lakes State has in the past witnessed notorious
inter-clan and State conflicts leaving tens of people dead and others
sustaining serious injuries.

“The State security organs are very weak, in the first place, the
organized forces are not effective, some are very old, there are
police-women who cannot engage in cattle raid situations while others
are disabled yet the Government of South Sudan still maintains them in
the force,” Makur regretted.

Makur said that, pastoralists in the Lakes State cattle camps were
procuring arms from unknown sources; the police services had not
received their three months salary hence they have allegedly been
engaged in selling bullets and fire arms to these pastoralists.

“The police have not received their salary for almost three months now
blaming the issue to the payroll system - that alone is insecurity.
They are likely to revenge any time. It’s possible that they can sell
their firearms to these youths in order to get daily bread for their
family; we have numerous problems which we cannot solve. The State
Executive and Legislature cannot terminate their service because they
are under the Government of Southern Sudan,” Makur added.

The Lakes State Legislative Assembly which shall be in recess for at
least 3 months beginning 17th May.

While addressing the assembly on Thursday, Makur said that in case of
any emergency during the recess period, members will be asked to
report back. He also urged the parliamentarians to use the recess for
advocating peace in their constituencies across the 8 Counties of
Lakes State.

However, the speaker said that, the parliament has been addressing the
internal security problems through forming committees and fact finding
reports were done. The authority is pursuing the culprits and a
majority of them have been arrested.

Yirol West County of Lakes State and Mvolo County of Western Equatoria
State had engaged over grazing land conflict between young
pastoralists residing in the Payams of Anuol and Mapuordit against
farmers in Mvolo County of Western Equatoria State, the melee left
many people dead while several others were displaced and currently
seeking humanitarians assistance.

Makur assured Gurtong that an inter-State peace conference was
conducted to reduce the escalating conflict between Mvolo and Yirol
West County. He said that they had agreed that both States’ Executives
had to impose the rule of law. The two communities are now engaging to
host a conference for their chiefs in order to express and resolve
their differences.

The speaker said that the police and judiciary are under the
Government of Southern Sudan.”We recommended to our State Governor to
discuss some of these security issues at the level of the Government
Southern Sudan,” said Makur.

“I recommend and advise the GOSS to address the issue of insubordinate
organize forces in the State; either they terminate their service
contracts or to recruit a new young police force,” Makur insisted.

He also requested the GOSS to transfer judges, claiming that they had
overstayed and couldn’t utilize the law correctly. “A term of one year
is enough for a judge to stay in the area.”

Makur also recommended that after July 9, 2011, the Government of
Southern Sudan has to carry out a general civilian’s population
disarmament with a new approach.

Let the GOSS set up vocational training centres to recruit idlers and
jobless youths hence avoid unnecessary conflicts.

Then what is the sole purpose of the "supposed governments" in this
region. If they, both GOSS and states do not have moral obligations to
orient the society to the moral ideals that they ought for, then what
a rubbish with these titles!. Here, is a quote from one of the world's
revered statesmen about the government(s):

"Government exists to protect us from each other. Where government has
gone beyond its limits is in deciding to protect us from
ourselves".Ronald Reagan
