Hilde Johnson, the special representative of the United Nations
Secretary General in an interview with South Sudan TV on Wednesday
said the new nation needed to work on inclusiveness in government,
good governance and rule of law in order to secure a solid foundation.
Johnson said there was also need to consider ethnic diversity in the new nation.
She said although there was certain degree of progress for the last
six years in the previous Government of Southern Sudan (GoSS), such
progress was “slow” the below expectations for “many reasons.”
Corruption, bureaucracy, poor infrastructure and a largely unskilled
workforce have blighted South Sudan’s attempts to develop after a 2005
peace ended decades of conflict.
The envoy, who will be in charge of a 7,000 strong UN peacekeeping
force in South Sudan, further said that her mission would support the
new country in tackling the issues including security.
She added that the mandate was under Chapter 7, meaning that UN forces
would be able to would be able to protect the civilian population in
cases when the South Sudan army is “unable or not in position” to act.
The Norwegian diplomat played an important role during the peace talks
in Kenya between the Sudan People’s Liberation Movement (SPLM) and the
Sudan government represented by the National Congress Party (NCP)
which culminated in the signing of the Comprehensive Peace Agreement
(CPA) on January 9, 2005.
