Appointments based on Strength and qualifications, said Salva Kiir,
but what qualifications?

BY: Maweer Pan, USA

AUG. 12/2011, SSN; The statement by the President of The Republic of
South Sudan sounds really too good to be true. Electing ministers,
cabinet, and other positions of interest based on qualifications would
be the ideal thing if the President meant what he stated.

But are we fools to fall into that rhetoric or do we know better?

The people of south Sudan should not fall for this discerning rhetoric
uttered with the intention to divert their thinking from the real
problem. Can we let ourselves be fooled to believe what the President
stated?

I do not think so, but it's worth some patience to actually see if
there is a shred of truth in that statement when the new government is
formed.

I am diametrically going to sound like Dr. Justin Ramba, when he said
the new government that is underway to be formed will consist
basically of the same faces from the corrupt government that had run
the country corruptly for the last 6 years. Who can have divergence
view with Dr. Justin Ramba?

Without any doubt, the soon-to-be-formed government or already formed
government behind closed doors will bring no change to the governing
system, leave alone the unimaginable terms incorporated
“Appointment-Based-on-Qualifications” inserted by the President
himself.

We all know it is an obvious lie.

If everyone is on the same page with Dr. Justin Ramba and I, and if we
are correct, you should see the corrupt minister of finance back in
his ministerial position (Deng Athorbei), the Secretary General (Pagan
Amum) who has allegedly stolen $30 millions, will retain his position
notwithstanding, and the same corruptees that bloated the government
of President Salva Kiir will all retain their positions regardless.

But the nucleus of the controversial statement of appointing based on
qualifications is the lack of well specified meaning of the
qualifications itself.

What kind of qualifications are we talking about? I am sure it is not
academic qualifications because if it is, only few of Kiir’s previous
cabinet or ministers will set foot in that parliament again.

Because only few of the ministers, legislators, and others have
academic qualifications including the President himself; it is almost
laughable that the president would think about basing his appointment
based on academic qualifications.

That would be meant that the President is sacking himself out of the
office as he knows very well that he is not qualified academically.

This is why it is essential for the President to be more specific when
he decides to utter a statement like this confusing one.
