Jun, The icon colors are determined by the severity color assigned to the event which cause the current alarm on the interface to be active.
The events have a defined severity, and of course color, and that will not change if the events is an "UP event" or a "DOWN event" Please read about the Consolidation process in the JFFNMS manual.
