I think when you run poller.bat it creates them then (or tries to).  Run it manually 
from a dos prompt and see what happens.  I do know that if you install jffnms on a 
driver other than C: you need to update the .bat files so they point to the proper 
path.  Also, check your permissions for the jffnms user as well.  Make sure he has the 
right permissions, etc.  If it creates the files when you run it (assuming you are a 
local admin on the box), then check the scheduled task and make sure the jffnms user 
has rights to run the scheduled task.

        I have 0.7.7 up and running on a Windows install.  I get the message : 
RRDTools files have not been created.  I know the poller is running under scheduler.  
My rrd directory contains one file: .check
         
        I have looked through the archives and one message metioned files need to be 
in this directory.  What files need to be there and how do I put them there?
