I think that  use of engine id (snmp v3) is not supported by php-snmp and jffnms. Try 
a simple config like

snmp-server community <your-ro-community> RO

then do a #wr mem and test your snmp with command like this from the nms server

snmpget -c public <yourhost> system.sysName.0

if it doesn't work, you have to check if there is something filtering between  the nms 
and the router.

sorry for the late reply.my snmp config is given below for the cisco 2620 router.it 
would be great help for me if u could tell me whats wron with that , and why im not

hi,
i have a cisco 2620 router ,�it has four interfaces three serial interfaces 
(S0/0,S0/1,S0/2)�� and a fast ethernet interface (FE0) ,snmp�is�enabled .when i do 
manual discovery what sort of interfaces it is supposed to show me.
im getting only reachable interface.
