The setup.php will verify if register_globals is on or not, are you sure all the required items in setup.php where OK/green ?

Also you can try /admin/adm/test.php to see some internal PHP information, including the register_globals status.

Perhaps its something with my apache2.conf file, I used a link to jffns as done in the documentation, because i dont have a real domain name. I had to set my servername to my ip address to prevent it tyring to load the fake domain name im using for the lan.
