Yes, it is.
I suggest using rsync, because you can synchronize the 2 servers before going live on the 2nd.
When you are ready, do a last rsync (faster) and change the IPs.
You have to copy /opt/jffnms and the DB.
If its the same MySQL version, you could copy /var/lib/mysql too,
if its not, then read the UPGRADE file on how to backup the JFFNMS DB, with mysqldump. And import it on the new server.
