Paul. Is your tftp root directory the same as the one JFFNMS is configured to use?
I found I had the same problem - I configured the TFTP server to write to one directory, & JFFNMS to look in another - so while the file got transferred, JFFNMS couldn't find it - I'm pretty sure I got a similar error.
