The docs\ in jffnms is only for reference and its not used.
Also C:\JFFMNS\jffnms-0.7.9\ does not look ok.
Try leaving everyhing as c:\jffnms.
It will be good if you told us what you put in/modified in httpd.conf and in php.ini
Also, the error_log should not be blank.

Also the Http.conf is located in both: C:\Program Files\Apache Group\Apache\conf C:\JFFMNS\jffnms-0.7.9\docs\windows
and php.ini is located in both: C:\JFFMNS\jffnms-0.7.9\docs\windows c:\Windows
I assume that both files need to be modified in both locations?

You can always look at your apache error_log (should be accessible from
the Apache menu) to see why it didn't start.
I'm guessing is a path problem.
Which JFFNMS version are you testing?
I re-did the INSTALL.win32.txt guide for 0.8.0-rc2.
