Thats fine, you should not run login.php directly, you should run/access the index.php file that will then load login.php
Did you save the config?
Show us your conf/jffnms.conf file

Are you sure your went to /admin/setup.php via your web browser and checked everything? and saved then config.
Also, did you set your permissions correctly as the INSTALL guide says?

This function exists in the lib directory.
I am not sure but It seems that the login script can not read the function from the lib directory
