Well, it seems like your libphp4 is for Apache 2 and you are using Apache 1.

I noticed too that you can load jffnms as a .deb in debian 3.1 is there
install instructions for this? It seemed like this would be easier. I
have got it running on windows, but the main reason I want to use it
besides an nms is tacacs and syslog for my routers.
